Buhari warns against budget padding – ORDER PAPER

OrderPaperToday – President Mohammadu Buhari has cautioned against inserting extraneous projects into the 2021 budget estimates he submitted to the National Assembly on Thursday.

Making a budget speech tagged “Budget of Economic Recovery and Resilience,” the President specifically warned against overloading the budget with “unimplementable projects.”

Insertion of projects into the budget is a controversial practice otherwise referred to as ‘budget padding’ and often occurs during legislative consideration and approval.

Budget padding had pitted the executive against the legislature a couple of times in the past and was the bedrock of the crisis which rocked the House of Representatives in 2016.
The House had suspended its then chairman of appropriations committee, Abdulmumuni Jibrin, in a move that set off series of ugly accusations and counter-accusations that rocked the foundations of the federal parliament.

“Let me re-emphasize that Nigerians expect that the the 2021 budget, will contain only implementable and critical projects, which when completed, will significantly address current structural challenges of the economy”, Buhari said in his speech.

The President however commended the National Assembly for its “tremendous efforts in approving the revision of the 2020 – 2022 Medium-Term Expenditure Framework and Fiscal Strategy Paper, and passage of the 2020 Appropriation (Repeal and Amendment) Act, in response to the Coronavirus Pandemic”.
